Of the five case studies, Tanzania has the most advanced sector-wide approach. There are still challenges but the strength of the programme is that both the government and donors are co-operating on a process approach, which focuses on realism and manageability. Despite high aid dependency, government ownership of the programme is growing and there is a positive environment for the expansion of the sector-wide approach to health.
