Uganda is notable amongst the five case studies because of a strong political commitment to poverty reduction. This has had a significant impact on the sector strategy policy and implementation. It means there has been some rigour in the debates about programme priorities and financing and problems have a greater chance of being resolved. The capacity of the Ministry of Health to lead the programme and fulfil its role as sector policy maker and regulator has increased.
