HENRY F. CAREY is Associate Professor of Political Science at Georgia State University in Atlanta, USA. He is the editor or author of six books, including Reaping What You Sow: The Politics of Torture Reform in the United States, France, Argentina and Israel. He has also co-edited and contributed essays to the International Law section of the International Studies Compendium.
