Prior meetings of the Bureau and Consultative Council were held as follows: April 10-12, 1962, Paris, May 6-8, 1963, Moscow, October 29-november 1, 1963, Paris; December 7-11, 1964, Paris; June 14 - 18, 1965, Rome, May 16 - 18, 1966, Paris, January 30-february 2, 1967, Monaco; and June 10-14, 1968 London.
