An American guarantee to France against attack by Germany would not bring appeasement to Europe and it would not result, except perhaps for a moment, in the reduction of European military expenses and land armament. It would perpetuate the European civil war by giving renewed vitality to its major causes. Reassured by the American guarantee, France would not feel the need of accommodat ing her policy to the susceptibilities and the interests of Germany and Russia.
