This book concerns the land policy in Lesotho and the difference between policy and actual practice in lowland rural areas. Two paths of inquiry have been used. The first centres on land law, specifically the stated goals and intentions of the 1979 land act and the main provisions of the act, which are leasehold and inheritance. The intention behind both provisions is to encourage commoditization of land. The second path explores various kinds of transactions which actually take place on cropland. There are wide differences between policy and daily practice and it is in relating the first path to the second that the main challenge of this study lies.
