This book analyses changes in intelligence governance and offers a comparative analysis of intelligence democratisation. The book represents a confluence of three main intellectual and political themes. First, Intelligence Studies (IS), which is now developing rapidly from its original base in North America and UK; second, studies of democratisation, which became a major enterprise in Europe after the end of the Cold War and Latin America with the demise of military dictatorships from the mid-1980s; and, third, security sector reform (SSR), which constitutes a policy-centred area of operations for bodies such as the UN, EU, NATO and numerous governmental and non governmental organisations. The primary focus of SSR in the last quarter century has been on police and the military and there are now extensive literatures on both. However, the democratisation of intelligence structures that are at the very heart of authoritarian regimes has been relatively ignored. So far, almost the only studies that exist are primarily descriptive single country studies of intelligence architectures including, in some cases, the process of reform. The central focus of this book is the development of a framework for the analysis of changes in intelligence governance and its application to a comparative analysis of intelligence democratisation in Latin America and Europe. This book will be of much interest to students of intelligence studies, democracy studies, war and conflict studies, comparative poliics and IR in general.
