Diplomate de carrière depuis 1988, il a occupé, entre autres, les postes de Conseiller juridique du Ministère des Relations extérieures (2001- 2004), de Secrétaire d''Etat aux affaires multilatérales et aux droits de l''homme (2007-2015) ; de Représentant permanent adjoint auprès de l''Organisation des Etats Américains (OEA) (1998-2001) et auprès des Nations Unies (2004-2007). De 2016 à 2021, il a été Ambassadeur du Mexique en France. Membre de la Commission du droit international des Nations Unies (2012-2022), il a été Rapporteur spécial sur l''application à titre provisoire des traités. L''acquittement de cette responsabilité a permis à l''Assemblée générale des Nations Unies d''adopter, en 2021, le Guide de l''application à titre provisoire des traités. De 2021 à 2023, il a été le Représentant permanent adjoint du Mexique auprès des Nations Unies.


Le 9 novembre 2023, il est élu juge de la Cour internationale de Justice pour la période 2024-2033. Auteur de nombreux articles portant sur des sujets juridiques et politiques, son dernier ouvrage est consacré à la pratique du Conseil de sécurité après la guerre froide et l''interprétation de la Charte des Nations Unies ( La práctica del Consejo de Seguridad después de la guerra fría y la interpretación de la Carta de las Naciones Unidas , Tirant Lo Blanch, Valence (Espagne) et Mexico, 2018).
