FBI Agent Mali Hooper is back. She is working, once again, with boyfriend and Special Agent Jacob Black, on a dark case where suspected pedophiles and human traffickers, the scourge of humanity, are being taken and brutally killed. Each murder occurs in a different city, using a different weapon, and is more gruesome than the last.The person behind the murders, a woman calling herself Justitia, not only broadcasts the murders on social media, she invites the public to participate in various ways. They love it and jump at the chance to be involved, feeling that justice is prevailing. But is it? Hot on the trail of Justitia, Mali and Jake use a new tool with questionable legal and ethical ramifications, not looking too closely at whether the ends justifies the means. But even the tool can't reel her in. Justitia is always one step ahead of them.

To make matters worse, the case gets personal for Mali when her ex-husband ends up dead and her worst adversary is revealed. She continually taunts Mali and the FBI for their inability to stop her, questioning why they would even do so given the service she is providing. Mali begins to wonder why herself. Her beliefs are put to the ultimate test when her father's business partner is taken and Mali must make a choice. Will justice prevail?.
