This study introduces a framework for thinking about how nations compete for talent, offers new data on international flows of skilled workers, and examines what this means for developing countries. The study offers recommendations for how developing countries should respond to the brain drain, and for changes in US and European tax and immigration policies to help preserve human capital in the developing world.
