Though taken for granted, there is a meaningful difference between conflict-specific, or era-particular, modes of warfare and the general nature of war.In this monograph, Major Daniel Maurer, author of Crisis, Agency, and Law in U.S. Civil-Military Relations, philosophically reflects on the fundamental nature of war and sets out to reinvigorate its study by emphasizing that no examination of warfareÕs trend lines and character can be complete without first establishing a common universal reference for what war itself isÑa question that seems unassuming, but is actually without a consensus among those that study or engage in combat.
