Roger Turner is a graduate of Duke University and The University of Texas School of Law. He also earned a diploma from the Episcopal Lay School of Theology, Alexandria, Virginia. He is a member of the Texas State Bar. During his 35 years of service with the United States Government, he worked for both the U.S. Department of Commerce and the U.S. State Department.

After retirement from government, he became a full-time chaplain for the Good News Jail and Prison Ministry. He is now fully retired and lives in Falls Church, Virginia with his wife, Ruth.
