Told from the perspective of the older sister when she realizes that her senior year of high school will also be the year that her parents decide to have another baby. They so poetically named her Lily. Lily was smarter than anyone they had ever experienced and she had a heart of gold. She believed in the innocence of others and wanted to dedicate her life to those less fortunate, unhoused, and financially struggling by becoming a social worker. She wanted to work to offer education services to everyone because she believed if everyone had what she had everyone's future possibilities would be endless. She truly wanted everyone to win. Her sister and her parents always feared that this kind of a big heart would be in some way taken advantage of or taken for granted, but Lily, would have none of it. Lily truly believed in people.
For a college thesis paper Lily decided to go to another country and live amongst the people for the sake of dedicating her time to a community that she had no connection with. It is on this trip that her big sister realizes one day no one has heard from her. The family goes into quick action trying their best to do everything they can do in America to help find her in another country. And while her sister is a lawyer, she realizes that the disparity between American laws and what can be done versus other countries is massive. After Lily is found no longer with them her sister decides the best way to honor Lily is by doing something that could positively affect the world that she lived in forever. As a lawyer she went through all of the necessary steps and did whatever it took to pass Lily's Law which creates a direct pipeline between America and other countries to collaborate in the midst of a crime. What the sister realizes is that the dedication and love her sister had for her beliefs is exactly what she had to have in order to make this law come true.
