Water governance determines the equity and efficiency in water resource and services allocation and distribution, and balances water use between ecosystems and various socioeconomic activities. This paper provides practical guidance for conducting an in-depth water governance analysis at both the country and subnational levels. It also provides guidance for developing technically valid and politically feasible strategies for change.
