William Mouser pastored for ten years after earning a Th.M. from Dallas Theological Seminary, majoring in Hebrew and Old Testament. Four of those years he spent in Austria as the pastor of the International Chapel of Vienna. He founded the International Council for Gender Studies in 1991 in order to provide biblical materials which engage contemporary gender issues for churches, college campuses, and the mission field. He is the author of Five Aspects of Man and has written two books on Proverbs. He and his wife, Barbara, have four daughters and nine grandchildren. He served as an Anglican priest in the Dallas area until his retirement.

In May of 2023 he went home to be with the Lord.
